Joseph Patrick Swallow was born in Alpena, Mich. in 1932. He graduated from Central Michigan University and Detroit College of Law. Swallow served in the U.S. Army from 1955 to 1958. From 1963-1964, he served as prosecuting attorney for Alpena County. A Republican, he was elected as state representative of the 105th District (Alcona, Alpena, Cheboygan, Montmorency, Oscoda, and Presque Isle counties) from 1965 to 1972.
